On November 8, the European Commission recommended starting negotiations with Ukraine regarding EU accession. However, as of November 6, it was unclear whether Ukraine, a country at war, would achieve such success. The main concern was the uncertainty among EU Commissioners about Ukraine's readiness for negotiations.
